Russia plans seven new 'superprisons' despite war recruitment emptying its jails

Seven complexes holding more than 20,000 inmates are planned for 2035, including one in Russian-occupied Kherson, even as the prison population has dropped from 465,000 to 282,000 since 2021, largely because inmates have been recruited as contract soldiers for the war in Ukraine.
